trade through AMEX - INET

From when will the trade trough rule be active on Amex.

I sometimes experience following problem;

amex bid-ask is 50.10 -50.15

my order is bid 50.11 (buy limit order at 50.11 though INET/ADF))

I would expect that the first sell order in the market would be executed at 50.11 on the INET/ADF ECN. But what sometimes happened is that my order is still the best bid in the market although trades are executed at 50.10 (at amex)

I don't think INET cross routes to AMEX like that, it never has for me. ARCA, however, has seemed to cross AMEX. At least in the past year.
