My charts and data have been fine recently on TOS. I distinctly remember it slowing down the days around flash crash 2010 (early May?) and when European debt headlines had escalated volatility in the markets for a few days in 2010 and 2011.
There is a setting which controls your quote speed. TOS be defaults sets it at the lower moderate setting by default so you can go in there and change that.
