If you agree that this is true, the only logical way that it does not happen is if you believe that all hospitals and doctors are 100% truthful and not, in any way, trying to get more money from said CARES act in order to stave off financial difficulties from being forced to cancel elective surgery. And you also believe that human beings never commit crimes, never twist the truth and are 100% honest in all things.
