Is this guy on crack?
Well, this only sharpens my stance on genetic alteration and forced sterilization for some people not fit to have children.
Not sure if there's much of a difference between house crack and meth addicts act (I think of both as tweaky and opiate users as hunched over half asleep zombies nodding), but he kind of reminded me of this guy:
