Any chance that this will open on the NYSE before Christmas? Or will it just trade on the ECNs all day?

How exactly does the sub-dollar rule work on the NYSE? Because TMA traded under a dollar yesterday I assume that is why there is a *H Halted notation next to the stock symbol in some brokerage accounts.
