Time for the monthly free withdrawal

I want to withdraw money on 30th but might as well wait for 1st for the one free monthly withdrawal (wired in nov).

It will be a GBP withdrawal to a UK bank. From which timezone and time will the free withdrawal become available? Is it EST 12am or UK time?
 
Don't ever expect a serious answer from this douche.

I would reckon it to be ET as most IB non-regulatory and non-market specific policies are according to ET, such as daily reset times, dissemination of certain reports, margin, borrow, and interest calculations are all ET focused.
