There is no video evidence that he instigated anyone in an environment where everyone was filming with phones. Most likely he was a fully licensed security guard coordinating with police or that he was with another law enforcement agency coordinating with police (possibly while being paid as a private security guard).
All we need to see is some more details, preferably from reputable local news sources instead of some obscure news feed with an agenda. Until then it's all speculation, more than likely completely out of context and quite possibly total bullshit.

Supposedly if he is a licensed securty guard he is allowed to open carry but the Police knew this? They were s polite when they stopped him and questioned him...not like they should be afraid of an armed white guy walking down the street. Who was he securing?

Illinois law prohibits the open carrying of a firearm. Despite the man in the video having two visibly displayed weapons, the police do nothing to stop him.

How should they have responded? Should they have shot him on sight?

If he was truly private security, then he had coordinated with the cops already. They were aware of his presence long before they encountered him. That's how it works. They'll get a call over comms that states "licensed contractor in vicinity with firearm in the open."

Then when they see him they go "oh, there he is." Unless he is doing something illegal, they won't do anything about him.
