I disagree.

It reeks of blatant fraud and opportunism, its true about the impact of dishing out land to local , native inhabitants, the prices plummet like a rock.
Depends on the motivation, or id like to think so -fact is, it doesnt matter.

The area's involved will be bought out, annexed, at the opportune time, thats all there is to it.

This is window dressing .
