There is an insurrection going on in Chicago. Parts of the city are now under the effective control of gangs. Ditto for Detroit, Flint, etc. The government's first repsonsibility is to ensure publicn safety and maintain order. They have failed spectacularly in that responsibility.
It is quite clear that you can never solve these economic problems when people are afraid to drive through an area, much less open a business there.
