In this case: The never ending need to placate black america's feelings of hostility towards whites. Enabled by educational institutions, the media, and elected officials.

Diversity and PC cannot be wrong, so looking the other way and/or rewriting the story are used.
 
The solution is simple, but bloody, and probably illegal. Open season on the gangs. Declare war on them, literally. There are approx. 650 different gangs in Chicago. They need to be exterminated. Anything less will fail, has failed, will continue to fail. Every weekend we see another useless march agaisnt the violence. Every day, every single day, we see another mother weeping over her dead child who was caught in the crossfire between these gangs. All gang members must be killed! Shot and killed where they stand. And I dead f'n serious. Don't have the stomach for it? Enjoy your hell then, cause it ain't going away.

This is run-of-the-mill inequality chaos (viewed from a global perspective). Nowhere near organized enough to be called a war.

Fine, here let's do it again.

1) The breakdown in the family structure (dads are gone)

2) Schools that have no accountability

3) Parents that are not involved in their kids education or their schools

4) Liberal attitude from city that just throws money at the problem instead of putting people in the communities.

5) Successful Blacks who leave the community don't go back to help.

That's a start for you.
