If charges are not filed then it means GS is above the law. And it means the application of law depends on who you are and not on what you did just as Matt states in the article.

That's exactly right. Unfortunately, GS is above the law and can do whatever they want to whomever they want. The only way GS ever gets prosecuted is if the entire world turns on them and the US has an inferior military, which one day will happen. Just not this day.
