The circular text is a call to all the rioters in certain areas of West London (Acton, Northolt, Greenford, Ruislip etc) to loot the jewellers located on the main street in Southall (an Asian area with a large number of Sikhs).
I live in this area. Tonight feels like a tipping point to me. If the Police can't get a handle on things tonight (and there most definitely WILL be more trouble tonight) then citizens are going to start to take matters into their own hands.
