Iran called for London police to exercise self-restraint in dealing with protesters in Tottenham, north of London. Iranian Foreign Ministry Spokesman Ramin Mehmanparast referred to Saturday night's massive protests in Tottenham, which came following [the killing] of a young black man by Scotland Yard police and called for the UK government to avoid any police's harsh treatment with protesters. He stressed return of peace and calm to London through talks and examining demands of the demonstrators. Mehmanparast expressed hope independent human rights bodies would take measures to make clear facts behind murder of the black man soon.
 
A restaurant in notting hill was attacked by a mob.. and customers were being threatened into giving their valuables... this is anarchy.

I can't understand any of it.
 
It's easy to decipher, singhs are probably indians=curry indians, and the writer is telling which areas he wants his members (gang/posse)to come from and that they are going to go loot jewelry stores.

What bit can't you understand?

It's a call from the Sikh community to their people telling them to be ready to protect their religious buildings.

The circular text is a call to all the rioters in certain areas of West London (Acton, Northolt, Greenford, Ruislip etc) to loot the jewellers located on the main street in Southall (an Asian area with a large number of Sikhs).

I live in this area. Tonight feels like a tipping point to me. If the Police can't get a handle on things tonight (and there most definitely WILL be more trouble tonight) then citizens are going to start to take matters into their own hands.

that's not what he is saying. The sikh is calling his fellow sikhs ato defend his religious temple(gurudhwa?) and he refers to a message sent by the "niggas" taht they will loot the area where the sikh temple is at.
