look at it this way, nobody will get fired for being overly cautious.... but if 1 student/employee/resident dies, the next election coming up the running opponent can point finger very easily.

900 others might of had mild symptoms, didn't care, carried on.
So then it's 1000 had, 8 died or 0.8%, if it had 10,000 for 8 then 0.08% as we don't know how many have had it but not tested, remember, this isn't the death rate, 8% of the population isn't dying.
