There was a 100 year lease which ended in 1999. China would have responded by starving HK out (literally). They were not going to have two Taiwans.

China had many chances to strong arm HK in the last 20 years, its not a coincidence they do it when Trump is in power.

Hong Kong is guided by the "1985 Sino-British joint declaration - a legally binding agreement which set out how certain freedoms would be protected for the 50 years after China assumed sovereignty in 1997". Nothing to do with the 100 year lease. At the time this agreement was made - the U.K. stated that other western nations should butt out. Many including the U.S. were opposed to the agreement at the time. So in retrospect - this is the U.K.'s problem to sort out now. They are doing it by offering the 2.6 Million British National Overseas Passport holders and families in Hong Kong the right to go to the U.K. for five years and be allowed to apply for U.K. citizenship.
