They will have trouble crossing the bridges. 14th street leads into the Mall and up to the White House and with all the government buildings trucks will not be allowed to roll down there.
The TR bridge coming from the West (Route 66) is under construction and has strict weight restrictions which I believe is lower than the weight of empty tractor trailers....
Coming from the Northwest or Northeast a lot of traffic, lights and some circles....
D.C. was designed by L'enfant to make it harder for troops to move in on the Mall and main buildings via the roads and easy to defend so the convey might cause some traffic but what city isn't used to traffic...
