CA breach involved the friends of users that agreed to the survey. Less than 1 million agreed but 50 million had their data accessed. There's a big difference from using data for only those who agreed which is what other campaigns did.

You don't seem to understand, CA didn't collect the information, a Russian did - who then gave that data to a UK firm who was working for Trump, no FB user gave permission to CA to collect and use that information unlike a campaign app which you are erroneously comparing this to. When you download a campaign app and give permissions to it to access your social data, you know what you are getting into, no user was given the same option with CA using the data for their election shenanigans.

When the Russian collected the info, it was legal to use the social graph data as well but not so when CA made use of that data in 2016 which is the major scandal here.
