I think the key word here is "Largest funds". These guys are at a huge disadvantage compared to smaller funds (5-20 mill), since they are locked out of almost every futures market outside of Currencies, Interest rates, and stocks indexes due to their large size.

Yes, thanks for the chart. But look at a T-bond chart, and you will see, that fundamentals favour a upside move.
