Itâs no great revelation. In fact, we know the situation is far worse. The late Prime Minister Rajiv Gandhi said only 15 paise of every rupee spent on the PDS reached the targeted poor. That was in the 80s. In more than two decades after that, the Indian economy has made a massive orbital shift. In the prevailing circumstances, if Rajivâs 15 paise has come down to 5 paise, it should not be a surprise.
