Know what the biggest conspiracy of all is? How the hell you get several hundred government agents to work together, to pull something off like 9/11, without a single person leaking what was going on.
Yes sir, some shadowy figured went around for years, interviewing people, and it went sorta like this.

Bush clearly knew it wouldn't remain a secret if he used an internal agency, so he had to contract the work to an outside entity that would leave no tracks to the Oval Office.
