So, if someone is not American, they can use whatever quote in order to be prejudice towards someone based on someone's race. Even though it meets the very definition of racism, it is not racist because that person that makes the statement is not American.

Well could you define racism Arnie? Where I grew up it was having a theory of racial superiority based on breeding / genetics. We had sectarianism instead because the bigotry was a problem when everyone looked the same. They had to go by accent differences within a city and haircut maybe etc.
