The emphasis on the time period between the changing of decades is there because as most people would agree on that time marked the change in business cycles which policy makers clearly have been trying to counter by debasing the currency.

If you believe this correlation is true and will remain to be so in case of further economic weakness you could see why people feel attracted towards betting against the USD even today.
