it pisses him off that his worldview is being shot to hell... he realizes that since the earth processes CO2 and the earth out gasses CO2. And, that even the CO2 high priests like the Met Office have admitted there other drivers like tide and sun which drive warming... he has no legit way to show man made CO2 has caused warming on the earth.

so rather than sit on the sideline and wait to his leaders come up with their new book that will guess CO2 contributes to the other drivers like sun and tide...
