Aren't practically all the central banks inflating? China, Europe, the US, etc.?

They all are. There are also a lot of variables that influence the outcome. China may be inflating at a faster pace but they also have a very high growth rate to moderate the effect of the increase in money supply. The US hid inflation behind growth for a long time but it is not so easy these days.
