The government does work indeed. In 2 plus years, democratic president will undo most of Trump executive orders.
That being said, it is not healthy for the country, when one presidents undoes most of what the predecessor did.
It is not healthy either when a president seeks to accomplish his goals via executive orders rather than legislation (think DACA) or "deals" rather than treaties (think Iran) as a substitute for gathering legislative support. If you build a house of cards you have to expect quite a few to collapse.
If you do the work though, it's actually pretty hard to unwind a properly enacted program. As Ronald Reagan said, "the closest thing to immortality is a government program."
