Russia forces farmers under occupation in Ukraine to revert to the old Soviet collective system -- which simply means the Russians confiscate most of the grain & ship it to the motherland.

The occupiers were surprised at absence of the collective farms in Ukraine, the farmers are given an ultimatum - Ukrainian Chief Intelligence Directorate
The Russian occupiers are not only stealing grain from Ukraine, but also planning to export 70% of the harvest from the occupied territories to Russia, as well as solve their demographic problems at the expense of abducted Ukrainian youth.

There is no way they can revive the assembly lines with all the supply chains even for a '70s model Moskvich without spending a few years on it and tens of billions. That they don't have. And yes, having it run by municipal authorities will DEFINITELY work. ROTFLMAO.
 
According to Russian Ministry of Economic Development (ironically) there are two predictions for oil production of Russia in 2022. Optimistically - down 9.3%, conservatively - down 17.2%.
