Think many that believed the old line that sanctions don't work looked how they were implemented against South Africa (diamonds are easy to smuggle) and Cuba (a self-contained dictator-run semi-impoverished island which USSR subsidized for decades) and North Korea (same except not an island but even more impoverished that China sorta subsides).

Russia was living La Vida Loca, relatively speaking, until Putin's War.
