According to the Census Bureau from 1960 and 2013, African –American children who lived in single-parent homes more than doubled from 22% to 55%.

It does seem to look this way at least at first face. The Violent Crime and Law Enforcement Act of 1994 was written by Joe Biden and signed by Bill Clinton. This bill created a new strongarmed approach to criminal justice that effected everyone, but especially low income blacks. This sort of kicked off the War on Drugs which as we know also disproportionately incarcerated black men.

However, this bill was a departure from the Democrat's original platform and quite unusual. The Republicans have had a remarkably tough stance on crime for a long time. Reagan passed the Anti-Drug Abuse Act of 1986 which created mandatory minimum sentencing and was the source of the crack punishment being worse than the cocaine punishment. It took until 2010, when Obama finally tried to equalize the punishments for crack and powder cocaine.

Strangely enough Bush started the Republicans back down the path of the Original Democrat platform and softened the party's stance on crime significantly.

It's not really enough to just blame a single party for this. Both parties shoulder a significant amount of blame and it took until 2006 (for Republicans to begin softening their stance on Crime) and 2010 (when Obama undid much of Bill Clinton's and Reagan's work) to start to see some degree of change.

Perhaps both parties are the problem and a two party system won't ever hold the answer.
