It is relatively straightforward to get the Hezzbollah to stop using civilians for cover.

If at some point we "get smart" we could send Spec Operators with UNODIRs ("UNless Otherwise DIRected" orders). A UNODIR directive gives operators carte blanche to recon the population until they are able to positively identify Hezzbollah fighters. Once that is done, you choose your method as follows;

1. Identify points of origin and take them out "en masse".

2. Simply stand off from a distance and take them out. A good Navy sharpshooter can put a round into a 6"circle from a distance of about 1000 yards.

3. Identify insertion points, acquire and immobilize targets at that point.

The irony of this is that these techniques are taught at several military installations around the country including Monterrey CA, Little Creek VA and Washington DC and Coronado CA. Currently there are at least 2500 skilled Spec Operators able to carry out these orders. To my knowledge the last time they were given a "UNODIR" was towards the end of the Vietnam war (when it was too late for them to do much)..

Perhaps one day, we will elect a President understands how to use military assets.
