I know for sure in North Carolina that it is nearly impossible to get tested unless you are displaying symptoms or have been in contact with someone who tested positive.

We only process 5000 to 7000 tests per day in our state, and test kits are in short supply.

You simply cannot just get a test if you “want” one.

There are like 5,000,000 test kits available in the US and 320,000,000 Americans. Anyone can see that not everyone can be tested. It is an impossibility. US has tested the most people the world over. Only thing the test kits tell you is if you are positive or negative for Corona Virus assuming of course, that the test kits work. There is a lot of test kits that do not work and defective. European Union complained and now China in retaliation is keeping the packages containing medical equipment and supplies bottled up and their customs is inspecting every package by opening it up and inspecting it thoroughly.

As it should be. Perfectly healthy people should not be tested, it's a waste of time and resources. I know, I know, they might be one of those deadly carriers of the virus. So what are you going to do with them if they test positive? Arrest them, put an armed guard outside their home, maybe tatoo a big C on their forehead? Short of some communist China like measures with full Marshal Law any quarantine is unenforceable. If you're feeling ill by all means go get a test. Testing for the sake of testing is a waste and accomplishes nothing other than to give the talking heads another thing to blow more hot air.

Quarantine in your home in the U.S. is legally enforceable in U.S. There are court cases going back over 200 years supporting this for public health reasons. There are even recent enforcement actions for TB in Durham, NC. requiring people with TB to not be out of their houses. I believe that the individual who refused to stay at home with TB had a tracking ankle device used on them.

I agree with you that testing just because you "feel like it" serves no purpose and is a waste of resources. However in our state many people ask for testing while having symptoms are rejected since they are not showing "enough symptoms" --- in some cases after being rejected for testing they show up in a hospital with severe COVID-19 a few days later. Many people in North Carolina who are contact traced back to a positive case in our state are told them must stay strictly at home for 14 days and not tested since they "don't have enough test kits".

I do laugh at one aspect of the home quarantine situation though. Durham N.C. has some of the best contact tracing in our state due to their TB outbreak in recent years. However they have very few COVID-19 test kits. My oldest daughter lives in Durham and was exposed to a positive individual. She was required to stay 14 days at home and not go out at all. Every day the local health department called her on her **Cell Phone** to be sure she was at home. (She could have been in another state and said "Sure, I'm at home".).

To be fair the local health department also checked that she had enough food, supplies, etc. and would arrange for delivery of anything that was needed including prescription medicines or other health needs... so they were trying to be helpful & useful. Plus asking about COVID-19 symptoms she might have. She never had any COVID-19 symptoms and was glad to go outside for walks after the 14 days.

I'm not saying it's unenforceable in court, it's just unenforceable on a broad enough scale to have any real impact on virus prevention. We are left to hope those with no symptoms would voluntarily stay isolated for two weeks. That seems unlikely
