In my opinion the real answer is yes if they have the votes in the Senate which is highly questionable even if they got 53 senators. The way things are going for Trump 56 Senate seats is a possibility (MT, GA1, GA2, TX, SC), but I think it's most likely to be 51 right now (AZ, CO, ME, NC, IA, -AL). I still don't think KY, MS, TN, or KS are in play. Manchin is likely a no and has gone on record opposing it. All of the candidates trying to unseat incumbents in swing states (IA, ME, NC, AZ, GA) said they're nos.
