So, like a VPN setup on the router wouldn't matter and who accessed a potential VPN is completely irrelevant?

I can only assume that the county has a common government IP infrastructure which is centralized in a local government domain like most counties/cities in the U.S. This allows lower cost via centralization of network services and a common security approach. Clearly this is much better than every county/city office doing their own thing.
There is no reason to be handing over routers -- thereby disrupting other county services such as policing (would you like the 911 call center to go down?) and also possibly exposing to the public (via the audit findings) the internal networking configuration used by other county departments (e.g. policing, finances, etc.) so hackers can take advantage of it.
This demand for the routers shows how absolutely insane this "audit" is.
Oh, well, that is good because they were only planning on handing over virtual images.

Do you know for a fact that the routers that there were no VPNs setup on the routers? If you don't, you are literally just making shit up and acting as though you have facts.

LaRue’s letter explains that county officials had planned to provide the Senate’s audit team with virtual images of the requested routers, but are not yet sure it is possible to “safely produce router information related to the November 3, 2020 election” without compromising security for criminal justice agencies.
The fuqqing routers contain the VPN configuration, they don't contain the internet activity -- these events are sent to other monitoring systems. The router reports internet activity to separate computer systems dedicated to event reporting (Netflow, OPSView, Solarwinds. etc.) These activity records have already been provided to the "audit" as per other articles. However the clowns appear to be stupid to understand how routers or network monitoring work -- much less be able to parse and understand basic network event logs.
