I think he is referring to the first 2 weeks of the year behaving like an opening range for the first 6 months of the year. Fisher talks about this range in his book as being statistically significant.

Nothing to do with number lines the idea is to watch the first two weeks as an opening range for your product es spx etc. This is discussed in the ACD book
