I was a 1099er (no bebefits), not lucky enough to be a 99er!
4-weeks of benefits is too short a time for the employment insurance his ex-employer paid. However, 99 weeks of full benefits was more than his ex-employer paid for, so the taxpayers are picking up the tab.
Too be fair and humane, give him all regular benefits - which is 30 weeks in most states, and allow him welfare & food-stamps beyond that.
In any case, I don't think there is any reason to look-down upon a 99er. It doesn't matter if it is his fault or not for losing his job or unable to find a new one.
It may be any reason a person cannot find work: Age, health, location, etc.
In this economy, employers expect perfect math with the right profile and work experience - not too much or too little, not too young or too old, smart enough to do the job but not too smart to find a better position .......
