Text formatting in posts

Is there an option bar containing control buttons for formatting text in posts ie bold, strike through, smiley faces etc... I don't see that option anywhere but I see others formatting their posts in this way.

Click your screen name in the upper right corner of the website, click preferences:

EDIT: Then check use rich text editor.
