In 2018, the SEC filed a lawsuit against Musk over a tweet, which resulted in Musk stepping down as Chairman of the board for Tesla. Tesla and Musk also each had to pay $20 million in fines. Musk has been talking a lot about cryptocurrency lately, and his tweets have been very influential over the value of some coins, particularly Dogecoin.

Securities laws state that any news that affects the price of a security must be released publicly, like in a press release. A tweet is a public form of communication that any person has access to. Even if a person is suspended, blocked, or not even registered on Twitter they can access the tweet not even being logged in no different than a press release.
