She certainly seems medicated to me. It looks like she can barely keep her eyes open.
She says she needs to find the facts then make a statement. Thats what they said when the Islamo-Nazi terrorist killed all those gays in Orlando. They said they needed to find the facts so they could find the motive. Did they ever find the motive and if so what was it?
This find the facts statement simply means she is not going to make a statement of any substance and she is simply going to wait a few news cycles till this story is forgotten about. Look at Obama, that guy hasn't made a statement of substance regarding terrorism in his entire 8 years in office. Its called poor leadership and does nothing to help the victims of terror attacks nor does it help to prevent future attacks.

Did you see the complete interview? The most interesting part was when she wrapped it up, said thank you, and then turned to walk away. Watch how she turns her body. Very very slow and deliberate. Almost like a drunk driver at taking a field sobriety check. She was juiced on something. No question about it.
To me it just looks like "sleep groggy", that she was resting and woken up.
Kinda gives you an idea about a potential 3 am phone call.
