France and the EU has strict laws now which makes executives of large social media applications criminally responsible for their direct refusal to moderate content on their sites which allows criminal activity on the platform including terrorism, drug trafficking, fraud, money laundering, and child abuse content. All of this is fully outlined in French law and EU Digital Services Act laws.

For Telegram, Durov refused to cooperate with law enforcement to provide information about criminals using the application. He also refused to take any measures to stop the platform from being used for criminal activity. This arrest is the obvious end result. It's not like the governments did not warn Durov in advance; his arrest should not be a surprise.

I will be shocked if he is not silenced in prison by murder or forced suicide to protect his loved ones from retribution.

Therefore, for the moment, he'll continue refusing any cooperation with law enforcement.
