I'm actually trying to think who would BE inferior to 99cent.
With his penchant for lying I wouldn't trust him with anything except counting inventory of the stationary supplies and even at that I wouldn't let him have the key.
I'd simply save the money required to hire someone to directly supervise him the whole time he was on the premises, and just fire him.
