No, but having been to the top several times via cog train and driving, the effects of the altitude are nothing to take lightly. Rapid ascent and descent can cause attitude or mountain sickness.

I have to agree a 13k tower is absurd.

I didn't mean to imply it was I was only pointing out that you can breath and live at 13K - 16K feet, apparently there are some hear that are unaware of that.

Rapid...descent can cause attitude sickness.

Sounds to me like it would be advisable not to jump off the mountain or one of these super sky scrapers.

Do you have any idea the amount of electricity that will be consumed by powerful pumps to send water on top of the building?

Also when the 13,100 feet building is getting constructed massive powerful pumps will be required to send concrete on high floors. Again lots of electricity consumed.
