The GOP has a plan for PA and other states to change the electoral college vote from winner take all to one where each congressional district gets one electoral vote, determined by that districts vote and the two senate votes going to the winner of the state's popular vote. This likely will seal O's defeat.

If blue states adopt this plan then the Republicans will benefit. If red states adopt it, Democrats will benefit. It can work both ways.

If all states were to adopt it, then the electoral college would more resemble the popular vote and make presidental race campaigning more expensive and complicated.
