You can buy actual T Bills through Treasury Direct without commission.

I find it hard to believe IB has a 1MM minimum when the minimum issue is $1,000.

that is comparing apples and oranges IB doesn't want to set themselves to accept small orders which have to be transmitted, posted booked and errors etc.
