T-Bills as Futures Margin on IB and Other Brokers

Does anyone know if I can use T-Bills as margin on futures on IB? And if so what are the mechanics and requirements? Could not find anything on their site and a post on here which is 10 years old says that you need a miminum of $1mln (my account would only have just over $400k).

Also, what brokarage alternatives do I have that offer this, if I want to want to have the same (or larger) markets coverage as IB and competitive fees that are not too far away from IB?
 
You can be long dividend stocks and use them as margin for futures and options. The IB universal account is a securities account and futures account in one at IB.
