1. Libya has a population that is less than the city of NYC. NOT the metro NYC area, just the city.
2. It's a lot closer to Europe than Syria is.
3. It doesn't border either Israel or Iraq.

That's why the extremely limited intervention that was done in Libya was done. It was also handed off to Europe as fast as possible.
In Syria, the same sanctions used against Iran and North Korea are being lined up. Nothing else will be done, because nothing else can be done.
Unless you're a drooling moron like Dubya. But he ain't in the White House no mo.
