if you are going to do something, do it big. The stipend should be large enough to eliminate food stamps and welfare for starters, and finally social security. Medicare is a hopeless mess. The government should not be in the healthcare business. We can overcome high taxes if they are stable with no possibility of ever being raised.The "stipend" could be lower, at a level where few would be able to live on it alone (except maybe communal arrangements in large homes), but high enough where part-time work would cover the difference. This would allow a lot of people who can't find work right now to maybe get doing something. And taxes would not have to raised so much, maybe not at all depending on the savings you mention.
