Interesting, but how could Meixco be ground zero. Would think it would be near a lab in a more developed part of the world.

They can get away with more and much easier in corrupt third world nations, particularly Mexico, Argentina & Brazil. They have access to high end technology & plenty of human guinea pigs.

My guess is that it was becoming obvious to researchers from the DNA sequencing that this was created in a lab, thus the need for the fallback position that it was "an accident."

In USA there is still more scrutiny and much more independent media exposure. Also, the costs are higher. It's much easier to snatch a human guinea pig in Mexico or Brazil than in the US. On top of it, if you need a particular subject because of their uniqueness, it's a real hassle in USA.

Very few people have an idea of some of the stuff that happens in these "secret" labs. It's fascinating to an extent, and some of it is very disturbing.
