As an honest none politically correct answer. Its unskilled cheap work, doesn't require much training or need much if any language skills. There were waves of immigrants from Syria, Iraq and other places into Europe in recent years. Often ends up a choice of Uber or nursing homes..... and Uber now banned here (taxi unions)
Hopefully other countries will do the same as our government is doing. Better educating the immigrants for work in the nursing homes and paying them a good wage due to the education so there's no need for the them to have multiple jobs.
Covid-19 exposed that problem in the nursing homes that's been argue for several decades by citizens of the country especially the ones with family members in the nursing homes.
Here they're adding in "basic nurse" training and other basic care backgrounds plus certifications to the workers plus better work conditions.
Hopefully, it will prevent this problem in the next Pandemic.
