I cannot understand this ruling. It makes no sense to my why they cannot ask the question.

don't we have the gerrymandering to handle issue like that?The 2020 census will be used to redraw political districts, a representation of voters. If it were only used as you say, no problem. But when non-citizens are included in the count, with the potential of affecting House votes - Then we have a problem.
