Sounds like you're blaming anti-vaxxers doing on brown people. All illegal kids have to go through American vaccination proof/certification to attend k-12
Good luck with your assertions. While schools system attempt to push illegal immigrants parents to go through with getting proper vaccinations from an American medical professional -- and even offer free vaccinations & guidance in the process --- the reality based on reports in our state is that at least 10% of the children of illegal immigrants in K-12 school are not properly or fully vaccinated in our state. At least 30% of these children have incomplete and questionable vaccination documentation.
In North Carolina and most other states -- you must allow a child to attend the first 30 days of K-12 school before even thinking about denying them permission to attend due to lack of vaccination paperwork. Then there is a lengthy process required to allow parents to produce vaccination paperwork before the student can be excluded from attendance. If the parent must obtain "paperwork" from their home country then there is a 180 day additional grace period. Information on general North Carolina vaccination rates in general can be found here.
The anti-vax crowd in North Carolina accounts for 1450 children incoming out of1,518,465 students in 2018 (0.095%) up from 817 in 2012. Medical exemptions account for 120. I will note that most anti-vaxers are not right-wing religious parents but left-wing zealous anti-vaxers in our state.
