Could be a clever move if his opponents ( Russia etc. ) fall for it. The worry is he may not be clever enough to swing it. The US is just about out of funds which doesn't help. He and the US is probably better off building things like a high speed rail line from East to West. Providing water to draught areas etc.

The Putin regime just can't seem to realize they are better off rubbing along with the rest. Playing the West's game if you like to look at it that way. There is plenty going for all the players. The US doesn't help imho by moving NATO borders nearer to theirs. The Russian economy is hurting from sanctions. Agreed Crimea was grabbed by the Russian Czars in their Imperial ambitions but even so. Putin is very competitive and ambitious. His involvement in Syria is foolish. He would be better off letting Assad drop.
